Full-Time CTO vs Fractional CTO: Where the Money Actually Goes

You need senior technical leadership to ship an MVP, clean up architecture, or scale the team - but full-time CTO salaries in major markets are brutal. Hiring a junior and hoping they absorb the CTO job usually ends in technical debt and rework. Hiring a seasoned full-time CTO can eat your runway in months.

The middle path many founders use (and that I offer) is a fractional CTO: senior judgment on a shared schedule, without pretending one person is in your Slack 24/7.

This post is the cost side of that decision: real ballpark numbers (with a France lens where payroll rules matter), hidden line items, how fractional pricing usually works, and when equity can enter the picture.


What “fractional CTO” means here

A fractional CTO is a senior technical leader who works with more than one company - typically one to two days a week of focused time - not a developer ticket queue.

What I actually do in that mode:

  • Strategy and architecture - what to build, what to defer, what will hurt you at scale.
  • Alignment with the business - fundraising, launch timing, hiring, risk - not “tech for tech’s sake.”
  • Execution oversight - roadmap, releases, quality bar, infra and security posture - whether your builders are in-house or external.

That is different from “freelance developer who joins standups”: execution can sit with your team; the fractional role is direction and judgment.


The real cost of a full-time CTO (France-shaped example)

Figures move with market and seniority; treat this as order-of-magnitude planning, not a quote.

Salary

For someone who can own architecture and strategy - not only manage tickets - full-time packages in France often land roughly in the €90k–€150k gross annual range depending on experience and location, with many startups landing around €110k–€130k for a credible profile.

Employer-side payroll

In France, employer social charges stack on top of gross salary (often cited around ~45% on top of gross - exact rules change; your payroll provider is the source of truth). So €100k gross is not a €100k budget line for the company.

Hiring cost

Specialist tech search firms often charge 15–25% of first-year salary. On €120k gross, that is €18k–€30k before anyone ships a line of code - with no guarantee the hire stays.

The quiet extras

Hardware, core SaaS, ramp-up time (months before full productivity), holidays and absence - the first-year all-in picture for a full-time CTO is often north of €180k–€200k when you include recruiting and friction, and sometimes more.


What fractional leadership typically costs

Fractional engagements are usually priced as day rate × days per month, or a fixed retainer that maps to a predictable slice of time.

Day-rate logic

In many European markets, experienced fractional CTO work is often quoted in a €800–€1,500 per day band, depending on scope, urgency, and whether AI, migration, or heavy infra is in the mix.

A concrete illustration (not a promise)

8 days per month × €1,000/day ≈ €8,000/month → ~€96k/year cash to the engagement - no employer payroll charges in the classic French CDI sense, and you can usually scale up or down with traction.

That is why the math can favor fractional early: you buy seniority and focus hours, not a full compensation stack you are not ready to carry.

Retainer for steady iteration

For earlier-stage teams, my long-term retainer (around €1,500/month in how I work with founders) is a lighter entry point - weekly rhythm, infra and product continuity - without pretending you need a full-time executive yet.


Cash + equity (when it makes sense)

Founders sometimes ask: can we trade cash for equity?

Yes - when it is structured cleanly: BSPCE / similar instruments in France, vesting, good-leaver / bad-leaver clarity, and a cap table everyone understands.

A hybrid might look like: lower monthly cash in exchange for a small equity slice with vesting - if the horizon is long enough (often 12–24 months minimum) and both sides believe in the upside.

I only do this when the partnership is real - not as a discount gimmick.

Your mileage will vary. The point is not a decimal-perfect spreadsheet - it is that full-time leadership carries a heavy fixed base, while fractional is buying hours of judgment until the business justifies a permanent seat.


Beyond the spreadsheet: what you actually get

Speed: I show up with patterns for scope, architecture, and delivery - no three-month “figuring out how we work” tax on your payroll.

Outside eyes: Less incentive to defend yesterday’s bad technical bet. The job is to get you to the next stage, not to win internal politics.

Bridge to a future full-time CTO: Documentation, sensible architecture, release habits - so when you can afford a full-time leader, they inherit something coherent. I have helped teams hire and onboard that person instead of dropping a mess in their lap.


When to move from fractional to full-time

Usually when several things line up: funding or revenue that supports a €150k+ class package, a larger engineering org that needs daily management, and a product where technical risk is always-on enough to justify a permanent executive.

Until then, fractional is often the rational way to buy senior leadership without lighting the runway on fire.
